Llumisty is a decorative window film that is installed to existing glass/windows.  There is 2 product types of Llumisty.  One product type distorts/blurs the vision from a straight on view of a window then becomes clear with an angled view of the same window.  Second product type gives a clear view with a straght on view of a window then distorts view from an angled view of the same window. Product installed at AT&T was the product one description above.
