When you're stuck in traffic behind a vehicle wrap, there isn't much else to look at. Because you're driving your attention has to be focused on the road, and because the road is at a stand still, your eyes are most likely going to be drawn to the brightly colored mobile billboard in front of you. Unfortunately for the wrap's owner, if the vehicle wrap in front of you is poorly designed or badly installed, you won't be paying attention to the service being advertised, but rather the bad choices made by the designer or installers.
