No one can predict with 100% accuracy how long an installation/removal will take. There are many factors that go along with these processes. Assessment of the existing signs is probably the first step in gaining the proper information to correctly price out a job.
What materials have been used? What condition are the existing sign faces in and can we reuse them? Where are the sign faces located? Is there a need for ladders, drilling, etc.?
We recently had a job that consisted of printed vinyl adhered to 3 outdoor sign faces. The vinyl was a low quality vinyl and took about 4 hours with 4 people to start and finish the job. Granted there were other aspects of the job... installing 2 other signs that didn't need to have vinyl removed and installation of the 3 signs once finished. But still. Quality products lessen removal time hands down EVERY time. Cost of labor would've exceeded cost of product in this case.
