The window perf is also laminated to keep it protected from UV rays and keep the graphic area cleaner without dirt filling the little holes in the material. The lamination is optically clear to allow the best visibility when looking out. In addtion, the lamination makes it more scuff resistant.  Vehicles need the over lam on windows as the rain will fill the holes making it hard to see out.

The perforated window film is applied like vinyl. The backing is taken off to reveal a sticky back that holds it to the window.

The hole size can vary by the material used and can be printed on solvent printers for long lasting inks.

There are solutions that allow the material to be placed inside the business vs the exterior, yet be optically clear.
